ASEAN Enabling Masterplan 2025 in various ASEAN member countries languages

The ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities represents the culmination of a collaborative and cross-pillar initiative of ASEAN organisations and entities to enhance the promotion and protection of the rights of persons with disabilities in the ASEAN Community. The ASEAN Enabling Masterplan is also available in Indonesian, Malayu, Burmese, Tagalog, Khmer, Lao, Thai and Vietnamese versions.

Indonesia Holds World’s Largest Single-Day Election


On Wednesday, April 17, 2019, Indonesia held the largest single-day election in the world. For the first time since Indonesia’s transition to democracy, more than 192 million registered voters had an opportunity to select their new president and legislature at the same time. Policy Platform Workshop in Indonesia

Perkumpulan Penyandang Disabilitas Indonesia (PPDI), AGENDA partner in Indonesia, organized a Policy Platform Workshop with Indonesia’s DPOs in Jakarta, Indonesia on March 14. The workshop aims to gather DPOs of various type of disability with a nationwide/large working are in Indonesia identifying top priorities that are most in need of political parties and government support in Indonesia. Three top issues facing by persons with disabilities in Indonesia at the moment are legal protection, eradication of negative stigma and discrimination, and employment. All participants representing 14 DPOs and 1 NGO support the idea in advocating these three top issues for persons with disabilities in Indonesia. There were 26 participants participated in the workshop (17 male, 9 female) and an observer from NCBM, Malaysia

PPDI Policy Platform Training

Rebecca Aberg, IFES Senior Inclusion Officer, trained PPDI facilitators on how to run an interactive policy platform workshop. The training was attended by by a DPO representative from Malaysia, NCBM, an IFES consultant from the Philippines and AGENDA staff at IFES Indonesia office on March 13. AGENDA's partner in Indonesia, PPDI, is going to conduct a policy platform workshop on the implementation of ASEAN Enabling Masterplan in Indonesia inviting around 15 DPOs on March 14 in Jakarta, Indonesia.

IFES Recognized for Innovative Disability Inclusion Practices

The International Foundation for Electoral Systems (IFES) has received international recognition as a recipient of two Innovative Practice Awards from the Zero Project, an initiative of the Austrian Essl Foundation, which provides a platform for sharing innovative solutions to barriers faced by persons with disabilities around the world. The two tools selected for the award include IFES’ Election Access Observation Toolkit and its Electoral Sign Language Lexicon.

AGENDA Monitoring & Evaluation Training


On January 30, General Election Network for Disability Access (AGENDA) conducted a training on monitoring and evaluation in Yangon, Myanmar, with 17 representatives from nine DPOs – the Cambodian Disabled People’s Organization (CDPO), the Hanoi Independent Living Center (Hanoi ILC), the Myanmar Independent Living Initiative (MILI), the National Council for the Blind Malaysia (NCBM), Center for Advocacy Learning and Livelihood (CALL) Foundation, the Nationwide Organization of Visually Impaired Empowered Ladies (NOVEL), the Indonesian Disabled People Association (Perkumpulan Penyandang Disabilitas Indonesia, PPDI), the Regional Association of Women with Disabilities, and the Thailand Association of the Blind (TAB) – a member of Asian Network for Free Elections (ANFREL) and Chairman of ASEAN Disability Forum (ADF).  Participants learned about conducting monitoring and evaluation for the ASEAN Enabling Masterplan 2025 on Mainstreaming the Rights of Persons with Disabilities. The interactive training aimed to familiarize the participants with the importance of M&E for Masterplan, the role of DPOs in Masterplan M&E and ways to collect data for the Masterplan M&E.

MoU between ADF and IFES/AGENDA

On January 29, 2019, IFES and the ASEAN Disability Forum (ADF) signed a Memorandum of Understanding (MoU) to continue coordinating efforts to increase access to political rights for persons with disabilities in Southeast Asia. IFES, which founded the General Election Network for Disability Access (AGENDA) in 2011, is partnering with disabled people’s organizations (DPOs) and election-focused civil society organizations in six Southeast Asian countries – Cambodia, Indonesia Malaysia, Myanmar, Thailand and Vietnam. IFES and AGENDA will coordinate with ADF to raise awareness about the ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of persons with Disabilities.
